Bilingual Program
According to state law, each school district with an enrollment of 20 or more emergent bilingual (EB) students in any language classification and the same grade level district-wide shall offer a bilingual education program for emergent bilingual students from prekindergarten through elementary grades that speak that language. Port Arthur ISD offers the Transitional Bilingual/Early Exit Model in Spanish. In the Early Exit Model, classes are taught in English and Spanish, emphasizing learning English and transitioning to the mainstream classroom setting by third grade, with native language support.
In addition, each campus must have a Language Proficient Assessment Committee (LPAC) to assist with the identification, placement, monitoring, and reclassification of emergent bilingual students.
