Campus History
Dick Dowling Elementary School was opened to the students of the Port Arthur Independent School District in the year 1969 as an open-school concept. Through the years, Dowling has maintained the philosophy of educating all students, regardless of race, gender, or economic condition. With the advent of President George W. Bush's "No Child Left Behind" concept, Dowling will continue to prepare its students for the challenge of a global society.
